The OVT & LA is the nation’s oldest central labor body. Formed in 1882 and centered in Wheeling as of 1885, it played major roles in getting water filtration for the city and workmen’s comp for the state, sponsored gigantic Labor Day parades and picnics, mediated strikes, and promoted issues like secret ballots, fair wages, education, and child labor laws. It was also a major player in municipal affairs from the 1880’s thru the 1950’s.
